Parramatta, 5June 2025 — A major milestone has been reached in the Hill Road Upgrade project, with Haskoning Australia Pty Ltd awarded the contract for flood study and design works — a vital first step in securing flood resilience for one of Western Sydney’s key transport corridors.
The upgrade, part of the City of Parramatta Council’s Hill Road Master Plan, is being backed by significant government investment to address recurring flood issues that regularly disrupt access for more than 2,200 vehicles during peak hours. Hill Road serves as the main vehicular link to Wentworth Point and the Carter Street Precinct, areas particularly vulnerable to rising water levels during heavy rainfall.
Funding for the project includes $50 million from the NSW Government under the Western Sydney Resilience Program and a further $8.5 million from the Australian Government, which will also support safety upgrades such as better lighting and intersection improvements.
The three-year project will involve the design and construction of a comprehensive drainage system to manage water flows across the peninsula and reduce the depth of floodwaters on the road. This is expected to minimise the frequency and duration of closures, providing greater certainty and safety for commuters and residents.
Federal Member for Reid, Sally Sitou MP, welcomed the contract award:
"It’s great to see progress on this essential infrastructure project. With Hill Road serving a rapidly growing part of Sydney, we must address flood risks early. These upgrades will help ensure safer, more reliable access for the community."
State Member for Parramatta, Donna Davis MP, emphasised the local importance of the upgrade:
"Hill Road is a lifeline for residents in Wentworth Point. With this project, we can better protect against flood events and reduce disruption. We’re committed to getting the planning and design right from the start."
City of Parramatta Lord Mayor Cr Martin Zaiter highlighted the benefits for residents:
"Our community deserves a road network that is resilient and safe. This funding enables Council to deliver essential flood mitigation infrastructure that will protect families, reduce risk, and keep our city moving. We thank both the NSW and Australian governments for their crucial support."
