Parramatta, NSW – The City of Parramatta has unveiled the detailed design for Block 3 of its ambitious $21 million green pedestrian boulevard, which will connect Parramatta Square to the Parramatta River. The plans are now on public exhibition, with the community encouraged to provide feedback before finalisation.
The Civic Link project, spanning 450 metres, is set to transform the city’s landscape by integrating lush green spaces, pedestrian-friendly pathways, and vibrant social hubs. Block 3 of the project will feature more than 3,000 plants, multiple gathering spaces, and diverse seating arrangements to enhance the urban experience for residents, workers, and visitors.
City of Parramatta Lord Mayor Cr Martin Zaiter described the initiative as a “once-in-a-generation transformation” aimed at fostering social engagement and connectivity within the CBD.
“Imagine the endless opportunities for our workers, residents, and visitors when Civic Link connects Parramatta River to Parramatta Square, which attracted 485,000 visitors last year,” Cr Zaiter said.
“I encourage our community to review the plans and have their say before we finalise this multi-million-dollar grand boulevard. Once complete, Civic Link will not only link the CBD to the future Metro West and Powerhouse Parramatta but will also serve as a beautiful green space where people can meet, grab a coffee, and enjoy the urban environment.”

The design and construction of the project have been made possible through funding from the NSW Government’s Accelerated Infrastructure Fund ($10.56 million) and the Commonwealth’s Housing Support Program - Community Enabling Infrastructure Scheme ($10.1 million).
Construction of the project is scheduled to commence in late 2025.
